(Obtained by The Epoch Times)<\/em><\/figcaption><\/figure>\n<p>According to the <a href=\"https:\/\/www.ojp.gov\/ncjrs\/virtual-library\/abstracts\/protective-equipment-civil-disturbance-units\" target=\"_blank\" rel=\"noopener\">Department of Justice website<\/a>, \u201c<strong>A CDU is composed of law enforcement officers who are trained to respond to protests, demonstrations, and civil disturbances for the purpose of preventing violence, destruction of property, and unlawful interference with persons exercising their rights under law.<\/strong>\u201d<\/p>\n<p>The objective of MPD was \u201cto assist with the safe execution of any First Amendment demonstration and ensure the safety of the participants, public, and the officers.\u201d CDU personnel and <a href=\"https:\/\/mpdc.dc.gov\/page\/special-operations-division\" target=\"_blank\" rel=\"noopener\">Special Operations Division<\/a> \u00a0(SOD) members were to \u201cmonitor for any demonstration and\/or violent activity and respond accordingly,\u201d according to the report.<\/p>\n<p>There has been speculation that <a href=\"https:\/\/www.nationalreview.com\/corner\/on-entrapment-instigation-and-january-6\/\" target=\"_blank\" rel=\"noopener\">federal agents<\/a> and Capitol Police were involved in instigating acts of violence during the protests for the purposes of entrapment. As <a href=\"https:\/\/redstate.com\/bonchie\/2021\/10\/23\/it-sure-seems-like-the-doj-is-covering-up-fbi-instigation-of-january-6th-n462074\" target=\"_blank\" rel=\"noopener\">Red State reported<\/a> in October 2021, \u201cmultiple surveillance videos\u00a0<a href=\"https:\/\/redstate.com\/bonchie\/2021\/09\/22\/the-feds-are-forced-to-release-january-6th-surveillance-footage-and-narratives-crumble-n446766\" target=\"_blank\" rel=\"noopener\">show masked men opening up the doors<\/a>\u00a0to the U.S. Capitol Building to allow protesters to enter. In fact,\u00a0<a href=\"https:\/\/redstate.com\/bonchie\/2021\/10\/18\/new-january-6th-surveillance-footage-further-calls-into-question-the-entire-january-6th-narrative-n458811\" target=\"_blank\" rel=\"noopener\">one video shows them entering<\/a>\u00a0while Capitol Police officers simply stand around. Yet, we have no idea who those men are.\u201d<\/p>\n<h2>The \u2018Covert Cadre\u2019 of \u2018Provocateurs\u2019<\/h2>\n<p>On a Dec.\u00a0 7, 2021, episode of <a href=\"https:\/\/video.foxnews.com\/v\/6285614085001#sp=show-clips\" target=\"_blank\" rel=\"noopener\">Tucker Carlson Tonight<\/a>, the attorney for several Jan. 6 prisoners, Joseph McBride, identified a man tagged on the internet by so-called \u201cSedition Hunters\u201d as \u201c<a href=\"https:\/\/www.lawenforcementtoday.com\/jan-6-defense-attorney-makes-bombshell-claim-says-federal-agent-provocateurs-involved-in-entrapment-at-capitol-siege\/\" target=\"_blank\" rel=\"noopener\">Red-Faced 45<\/a>.\u201d The man, dressed in red from head to toe\u2014with even his face painted red\u2014<strong>appears in a video\u00a0engaging in continuous dialogue with uniformed personnel and others whom McBride insists are agents embedded in the crowd. McBride said the man is \u201cclearly a law enforcement officer.\u201d<\/strong><\/p>\n<blockquote><p><em>\u201cHe passes out weapons, sledgehammers, poles, mace. Some of those things come in contact with some of the other protesters who have subsequently been charged with possessing dangerous weapons and are using dangerous weapons at the Capitol. That is clearly entrapment.<\/em><\/p>\n<p><em>That is clearly the government creating conditions of dangerousness and entrapping members of the crowd to possess weapons and possibly use them for reasons that we cannot comprehend.\u201d<\/em><\/p><\/blockquote>\n<p>On Jan. 13, 2021, <a href=\"https:\/\/jmichaelwaller.com\/about-dr-waller\/\" target=\"_blank\" rel=\"noopener\">J. Michael Waller<\/a>,\u00a0senior analyst for Strategy at the Center for Security Policy, published <a href=\"https:\/\/centerforsecuritypolicy.org\/covert-cadre-what-i-saw-leading-up-to-the-us-capitol-attack\/\" target=\"_blank\" rel=\"noopener\">a first-hand account<\/a> of his observations. Waller is also President of\u00a0<a href=\"http:\/\/www.georgetownresearch.com\/\" target=\"_blank\" rel=\"noopener\">Georgetown Research<\/a>, a political risk and private intelligence company in Washington, D.C.; and was founding editorial board member of NATO\u2019s peer-reviewed\u00a0<a href=\"http:\/\/www.stratcomcoe.org\/academic-journal-defence-strategic-communications-has-been-published\" target=\"_blank\" rel=\"noopener\"><em>Defence Strategic Communications<\/em><\/a><em>\u00a0<\/em>journal (2015\u20132018), and a senior analyst with\u00a0<a href=\"http:\/\/www.wikistrat.com\/\" target=\"_blank\" rel=\"noopener\">Wikistrat<\/a>. He is convinced people were embedded in the crowd to execute\u00a0\u201can organized operation planned well in advance of the January 6 joint session of Congress.\u201d<\/p>\n<p>According to Waller, a \u201ccovert cadre\u201d of people were scattered throughout the crowd to encourage people toward the Capitol, including \u201cfake Trump protesters\u201d he suspected were ANTIFA \u201cwearing Trump or MAGA hats backwards.\u201d<\/p>\n<p><a href=\"https:\/\/www.theepochtimes.com\/who-is-ray-epps-doj-wont-say_4205684.html\" target=\"_blank\" rel=\"noopener\">The Epoch Times reported<\/a>\u00a0on Jan. 1 that <strong>senior federal law enforcement officials refused to answer questions about an Arizona man named Ray Epps,<\/strong>\u00a0<a href=\"https:\/\/www.revolver.news\/2021\/12\/damning-new-details-massive-web-unindicted-operators-january-6\/\" target=\"_blank\" rel=\"noopener\">captured on video<\/a> the day before the rally wearing a Trump hat repeatedly encouraging protesters to \u201cgo into the Capitol\u201d the next day. Many were suspicious of him. Chants of \u201cfed, fed, fed\u201d drown him out.
