At least three El Paso city council members urged Leeser to declare the emergency, but the White House urged against making that call during a phone call.\u201cHe told me the White House asked him not to,\u201d Councilmember Claudia Rodriguez said, according to the New York Post. <strong>The city is seeing an\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/www.elpasotexas.gov\/Migrant-Crisis\" target=\"_blank\">average<\/a>\u00a0of 900 illegal migrants per day and estimated costs up to\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/dailycaller.com\/2022\/09\/13\/border-democrats-biden-immigration\/\" target=\"_blank\">millions<\/a>\u00a0to sustain its support efforts.<\/strong><\/h4>\n\n\n\n<p>Here is the
